Government construction tendering in Maharashtra is undergoing a quiet revolution. The Pune Municipal Corporation (PMC), Pimpri-Chinchwad Municipal Corporation (PCMC), Maharashtra PWD, MJP, MMRDA-PMRDA, CPWD and the Maharashtra Jeevan Authority are all increasingly publishing tenders that demand BIM-validated Bills of Quantities rather than spreadsheet estimates. Contractors who can validate their bid quantities through Revit + CostX + Bluebeam consistently win more tenders and lose less money on rework. Why Pune Government Tenders Are Moving to BIM Validation
The traditional Excel-based BoQ has three structural weaknesses on government tenders. First, manual quantity take-off from 2D drawings has a 7–12% error rate — large enough to lose money on a 5% margin tender. Second, scope creep during execution is poorly tracked because the original BoQ has no graphical link to the design. Third, post-completion measurement disputes between contractor and engineer-in-charge are time-consuming and expensive — many a CPWD project final bill takes 18+ months to settle.
BIM-based BoQ solves all three. The Revit model is the single source of truth: every column, beam, slab, wall, door, window, tile and luminaire has a quantity attached. CostX overlays the rate analysis. Bluebeam is used for collaborative red-line markup. The output is a defensible, audit-ready BoQ that PMC's engineer-in-charge cannot easily dispute. PMC and PCMC have signalled in 2025–26 that BIM-validated BoQ will become a tender requirement on projects above ₹15 crore by 2027.
The Workflow: Revit Model → Schedules → CostX Take-off → Bluebeam Markup → Final BoQ
Step 1: Build (or receive from the consultant) the architectural and structural Revit model to LOD 300. Step 2: Build the MEP model to LOD 350 with verified equipment schedules. Step 3: Use Revit's native Schedule/Quantities feature to extract preliminary quantities for major items — concrete by mix, formwork by area, reinforcement by weight, masonry by type, finishes by area, doors and windows by type. Step 4: Export the model to CostX or Vico Office for granular take-off — particularly for items that Revit native schedules handle poorly such as plaster, false ceilings, sanitaryware and finishes. Step 5: Apply DSR or PMC SOR rates from the rate library. Step 6: Use Bluebeam Studio for collaborative red-line markup with the estimator, the project manager and the technical bid coordinator. Step 7: Export the final BoQ in the PMC/CPWD-mandated format with model-linked references to every line item.
The DSR / SOR Rate Library Challenge
Maharashtra public-works tenders are priced against the Schedule of Rates (SOR) — DSR for CPWD, PMC SOR for Pune municipal works, PCMC SOR for Pimpri-Chinchwad, and the Maharashtra DSR for state PWD. These rate schedules are updated annually and contain 15,000+ line items each. CostX has a Maharashtra DSR rate library import; for PMC and PCMC SOR, Pune contractors typically maintain in-house Excel rate libraries that get reconciled against CostX. CostX vs Vico Office vs Cubicost vs Glodon: Pune Reality
The 2026 Pune market splits roughly: CostX dominates among contractors and quantity surveyors who work on private and public projects (Tata Projects Pune, Capacite, B.G. Shirke). Vico Office is preferred by the L&T Pune team and on integrated 5D BIM projects. Cubicost (now branded Glodon) is used for residential mass-housing tenders because of its strong template library. Bluebeam Revu sits alongside all of them as the markup and red-line tool. Native Revit Schedules and Dynamo can substitute for CostX on smaller projects but lose efficiency above ₹50 crore project value.

The PWD and CPWD Specific Workflow
Maharashtra PWD and CPWD tenders are stricter than municipal tenders on documentation. The BoQ must reference IS code clauses, must use the prescribed measurement units (cum, sqm, kg, no.), and must follow the specific code-of-measurement (CPWD's "Mode of Measurement" or IS 1200). The BIM Quantity Engineer must align Revit schedules with these measurement codes — for example, plaster is measured in CPWD as the surface area of finished plaster minus openings above 0.5 sqm, and the Revit schedule must filter accordingly. Getting this wrong on a CPWD tender is a disqualification, not just a price error.
